Dholera is a real, funded, actively-built project in its early infrastructure phase. The backbone (roads, power, water, the command centre) is in and the first big connectivity piece, the expressway, is open. But the airport, the semiconductor fab and the vast majority of the 920 sq km region are still being built or are years away. It is an infrastructure story ahead of a living-city story.
What is actually built and working in 2026
A handful of things have genuinely crossed from plan to reality. These are the pieces you can see on the ground today:
- Activation Area trunk infrastructure: the first ~22.5 sq km has motorable spine roads, underground utilities, drainage and a water system, plus the ABCD (Administrative and Business Centre) building that houses the command-and-control centre.
- Ahmedabad-Dholera Expressway: the access-controlled greenfield expressway, about 109 km, was inaugurated on 31 March 2026 and is reported to cut the Ahmedabad-to-Dholera drive to roughly 45 minutes.
- Early plotted development: private developers have sold and begun developing residential plots around the region, though most remain vacant land rather than built-up neighbourhoods.

How connectivity has actually changed
Connectivity is the clearest real-world change so far. Before the expressway, the Ahmedabad-to-Dholera trip on mixed roads took well over two hours. The new expressway compresses that dramatically, and the approved rail link would add a second fast option.
What is still mostly on paper
It is important to keep perspective on scale. The Activation Area is a small fraction of the total. The remaining region, the bulk of the 920 sq km, is planned across Town Planning schemes (TP1 to TP6) and land-use zones in phases stretching toward 2040. Much of it is still agricultural land, land banking and future TP schemes rather than developed city.
