Dholera Myths vs Facts: A Neutral Fact-Check

Dholera attracts big claims, and several of the most repeated ones are imprecise. This page fact-checks them neutrally. In short: calling Dholera India's first smart city is marketing, since GIFT City is the one usually described as India's first operational greenfield smart city. The biggest city claim rests on a 920 sq km planning envelope when only about 422 sq km is urban-developable. Guaranteed appreciation is speculative, not fact, and the land acquisition was litigated. The airport opening next year has been a slipping target for years. And yet the opposite claim, that nothing is happening, is also wrong. Below, each myth is weighed against sourced facts.

Myth 1: Dholera is India's first smart city

This is imprecise. The label of India's first operational greenfield smart city is the one usually attached to GIFT City, the Gujarat International Finance Tec-City near Gandhinagar, which was established in April 2015 and is operational. Dholera is best described as a flagship greenfield industrial smart-city node of the Delhi-Mumbai Industrial Corridor, which is a real and significant status, but the word first is marketing rather than a settled fact. Myth 2: Dholera is the biggest greenfield city in India or the world

The 920 sq km planning envelope is an official figure, and it is genuinely large. But two facts cut the superlative down. First, only about 580 sq km is reported as developable and around 422 sq km as urban, because a large coastal share sits inside the Coastal Regulation Zone. Second, the build is phased over roughly 30 years, so the 920 sq km is a horizon, not a present-day city. Calling it the biggest in India or the world is an unverified claim, so we do not repeat it. The honest framing is a very large planning envelope with a much smaller developable core, detailed in the Dholera master plan.

Myth 3: appreciation is guaranteed

No government source guarantees that Dholera land will appreciate. Assured-return and guaranteed-appreciation language is speculative marketing, and it is exactly the kind of claim to distrust. The land history matters here: acquisition for the region was litigated, and the Gujarat High Court stayed SIR land acquisition in 2015 after farmer petitions. A 2017 Business Standard report found that only about 290 of the more than 900 sq km planned had then been secured. Land assembly has moved on since, but the point stands: a project with a litigated acquisition history is not a guaranteed anything. Myth 4: the airport opens next year

The airport opening next year has been a recurring, slipping target for well over a decade. An original December 2025 target was missed. Public reference pages have listed December 2026. As of mid-July 2026, the Union Aviation Minister was reported to say the airport was around 80% complete with operations likely in September or October 2026. We report these as dated targets and never state a firm opening as an achieved fact, because on large Indian infrastructure these dates move. Myth 5: nothing is happening at Dholera

This is the opposite error, and it is also false. Real, sourced anchors exist on the ground. The Ahmedabad-Dholera Expressway was reported inaugurated on 31 March 2026. The Tata Electronics semiconductor fab, approved at about Rs 91,000 crore under the India Semiconductor Mission, is under construction. Around 300 MW of the Dholera solar park is commissioned. The Activation Area carries trunk roads, underground utilities and the ABCD command building. So the truthful middle position is that Dholera is an infrastructure story that is genuinely underway, running ahead of a finished living city.

Much of the confusion comes from blending dates. The clean milestones to cite are the SIR Act of 2009, the wider corridor programme, land transfers between 2011 and 2015 followed by the High Court stay, and the fresh momentum of 2024 to 2026 with the fab approval and the expressway.
